This glitch appears to only happen with the big Question Blocks that contain either a suit power-up or three 1-Up Mushrooms. First, jump so that you bump up against the right side of the block, then press Right on the D-Pad while you're still in contact with the block. Mario (or Luigi) should be sucked into the block and ejected out of the bottom.
